I am running Windows 10 on a Dell Inspiron 15 laptop. On other systems I have used LibreOffice without any problems.
This laptop will be used in places where it cannot be used online; hence the need for off-line help.
The Help menu is short:

About LibreOffice
On other systems, the more recent versions of LibreOffice have several more entries.

From your text, it’s unclear what is the perceived problem.
Is that short help menu, which you concentrate on in your message? You seem to understand that the Get help online..., User Guides..., and Restart in Safe Mode... are features of more recent versions.
Or is that absence of off-line help clicking on LibreOffice Help? You don’t say that directly, and that should not happen if you install helppack, as you state in header - are you sure you used proper version?
I need directions for installing the offline version of “Help.”
