How can I get the toolbar menus to be stable?

The labels for the toolbar menu items (File, Edit, View, etc.) disappear except for the “” for the keyboard shortcut, when the cursor goes over them. Also, the sub-menus only show “” and/or icon, but no labels. How can I get the toolbar menus to be stable?
