Are you really talking about LibraOffice or do you mean LibreOffice, which is the software this site is about?
Anyway - both applications are **not** based on a cloud service and hence you can't use it from library computer, if it is not installed on the specific computer. And **if** it is installed, you can only use your documents stored in a cloud service like OneDrive, Google Drive, etc...
In addition: You never sign in into LibreOffice and nobody other than you takes care saving, creating backups and different versions of your documents. If you need a online version, you might be interested in Collabora Online.
You can however download a Portable version of LibreOffice and install it on a memory stick

Choose an invoice that is not just a pretty picture but has functionality built-in such as consecutive numbering, storing of data, re-use of names and addresses and reuse of items
