I can control scroll speed on all Win10 applications via settings , but not LibreOffice. Can this be rectified as it is unusable as it is.

This not a great solution but there is a bug that has been entered for this. Each method seems to move a given amount of space that isn’t effected by the screen zoom. This means that if you select all your text and make it smaller or larger the amount of text or cells that move with each method (scroll wheel, slide bar, or down arrow) will move more or less text.
If you are formatting with various size fonts this method will doesn’t work well.
