windows 8 is on lap top and widows 7 on pc
This answer restricts itself to the LO Profile folder; there are bound to be other solutions outside of this LO-centric answer.
The LO setup is concentrated within the LO Profile Folder, which contains both common & user setup. The user portion of that setup is contained within a folder with the username. The location should be identical on both versions of Windows. If you keep those 2 folders in sync then your copy of LO will keep in sync also.
