I don’t see Options under the TOOLS button.
My LibreOffice is giving me the “Spinning Wait Cursor” way too often. I would like to
allot more memory to my APP when it’s running. Please help.

Have no answer for any memory allotment (seems to me most were removed or moved to expert configuration) but you don’t mention your OS. You are probably on a Mac and Options can be found under LibreOffice - Preferences. You should check the help files → Options
