when emailing spreadsheet allow to be printed
If they are using LibreOffice, they should be able to print it however they like. If they are not using LibreOffice, you could send them a copy in PDF format. Use menu File → Export as PDF.
In PDF format it will appear like pages of a report and they will not be able to manipulate the data but they can see what it is. Use the dialog box to select what you want to send them.
Oh, just say: “I allow you to print it!” It should be enough for someone who speaks English.
It sounds like security settings in the recipient’s computer is preventing full use.
