Hi, are you referring to Libreoffice Writer or Calc?

1. WRITER: (Main menu): Libreoffice > Preferences > LibreOffice Writer > General > Settings > Measurement Unit.
   Note, you must access this through an open writer document, as the Libreoffice Writer section within Libreoffice > Preferences doesn’t show up otherwise.

2. CALC: (Main menu): Libreoffice > Preferences > LibreOffice Calc > General > Metrics.
