I’m editing an Impress presentation template, which was originally created in Hungarian / with a Hungarian locale.
When I try and edit a master slide, I see the elements containing text in Hungarian - which I can’t change (actually, I can’t even copy that text!)
I realize the eventual text box on the actual slide will be editable, but - I want the master slide text to be in a language I can understand… and it isn’t. How can I change it?
Note: Using Impress 26.2 if that matters.
If I create an Impress presentation, say in US English locale, save it and reopen it after I have changed my locale to German - each text box is displayed in German language.

In general: It seems that there is no way to cut/copy the textboxes of a master slide.
I tried to “heal” your presentation (worked on the xml files and replaced HU with US or en). No way. Corrupt file?
What you could do is to start another “healthy” presentation. And copy/insert the images (3 items and one background image) and arrange/rearrange the fields in the brandnew presentation’s master.
What the meaning of this sentence? 
It’s the official template for LibOCon 2025 in Budapest. Unlikely, though possible I suppose.

This is placeholder text and cannot be changed from the UI.
You can create a presentation in your language. Then go into the packages and open file styles.xml in an editor. There you will find <draw:frame> nodes with presentation:class="title" and presentation:class="outline" attributes. They have a child element <draw:text-box>. Replace it with the corresponding element from the presentation in your language.
The author of the template should have used an en-US LibreOffice UI when creating the template.
If it’s placeholder text, shouldn’t it be in LibreOffice’ UI language? And if it’s dependent on some locale setting - should I not be able to change that for the entire presentation?
No, I can’t; ODF documents don’t have a language… as you’ve pointed out in this (Writer) bug page. If you mean just the selection within the Western language group, then - if I can create a document that way, I should just be able to change an existing document, should I not?
That would be a new feature. If the template document is created, then it contains the text as normal text. Only that the UI of LibreOffice has no option to change them. “Placeholder text” means, that these texts are shown on a slide as long as you have not entered text in these boxes and it means, that these texts are not shown in presentation mode, for the case that you have not entered own text on the slide.
I was not precise enough. Go to Tools > Options > Languages And Locales > General. In the Language Of User Interface: field select Hebrew as UI language. Restart LibreOffice. When you now create a presentation template and do not use any of the predefined templates, then the template has placeholder texts in Hebrew.
LibreOffice could have the feature to change the placeholder texts to a user-determined language. But that is not implemented. So at the moment I see only the described workaround as solution for you. However, when you compare the positions of these texts in the Hungarian and the Hebrew version or in an English version, you should know the meaning of the texts.
