So the finished booklet would be 11 inch tall and 4.25 inch wide. I am currently in Writer 5.1.3.2 but could use Drawing or Presentation, Impress.
Writer is fine for a booklet. How to do it depends on the capabilities of your printer and the printer driver. Please have a look at my answer in How do I make a booklet/brochure?. Perhaps that solves your problem already.
From your comment: OS is Ubuntu 16.04 and printer is HP Color LaserJet 2605dn.
You likely need to set sizes manually:
- In Writer use document size 11inch height and 4.5inch width and portrait.
- Start printing dialog and go to tab “Options” and check the option “Use only paper size from printer preferences”.
- Go back to tab “General” and call the printer properties, which should open the printer driver dialog. Set paper size to 11inch height and 8.5inch width and portrait at the printer. Set the printer to duplex with binding on long edge. If the printer driver in Linux does not provide such options, you can try to set it directly on the printer console. If that is not possible, you should look for help with this printer and Linux. Handling of printers in Linux is more complicate as in Windows and I have no experience in Linux.
- Go to tab “Page Layout” in the Writer printing dialog and check “brochure”.
Go back to tab “General” and look at the preview. You should see a portrait sheet in 11inch height and 8.5inch with two columns of text. If your document has four pages (and you should test is with four pages), then you see page 1 in the right column and page 4 in the left column.
You need to do all in one go, because some settings in the printing dialog are not persistent.
This would work on Windows. I have used LO 5.2 for testing.

Regina, I don’t see any settings for booklet printing in my printers properties. The only option i see for booklet printing are from within LO Writer print settings and when i set that it forces a landscape booklet output from my printer and as i said i want a portrait booklet. Any help would be appreciated. Thank you again.
