how do I scan a document into write?

I would like to copy a document (scan) into write and then highlight certain areas of the copied page.
I was unable to find any information on doing this.

Can anyone help with this?

I found how to scan into Libre Write (“Insert > Media > Scan”). But I guess I really need it to be an OCR file so I can highlight some text. Is there a way to do this?

A scan is just an image. If your highlighting task is rather “light”, i.e. at most 10 “strokes”, open your scan in Draw and add coloured rectangles with transparency.

Otherwise, get an OCR app as you commented so that you recover the text as text.
