How do I split a sheet so that I can have different columns/widths on the top and bottom?

I hope that the subject adequately asks my question. I want the final result to have half of the page with some specific data and the bottom half of the page with other data that will use different columns and widths for the columns. I have seen it done before, but I do not know how to do it, or even the proper terminology to describe what I want.

How would I do this?

All the cells in one column have the same width, but you can simulate what you want by merging cells together. Here is an example:

Use these two icons to merge/unmerge cells on one row:

Then copy these merged cells to the rows below to quickly apply the same layout.
