Do you mean you have pressed F1 to obtain an online help page from the LibreOffice website and wish to include this in your reference list? Here is an example of this type of webpage / link:
APA 6th Edition states under 7.09 Unpublished and Informally Published Works “This category also
includes work that has not been formally published but is available on a personal or
institutional website, …” The key here is the term “formally published” which the APA uses as a broad reference to periodicals, books, reports, and audiovisual media.
LibreOffice help documentation is effectively authored by The Document Foundation as no personal details are provided on the pages. For the example provided I would tend to use something like:
