I think the only way in Writer is insert your graphic of a picture frame and place a frame for text over the top. Anchor them with the same options and to the same place and hope for the best. Otherwise, use Draw
If you create your graphical edges in Draw as a vector you can paste that inside a Writer frame and enter text in the frame, centering it and using spaces (shudder) to keep text from overlaying the graphic
If it is just about using the fancier supplied borders increase the width of the line for the doubled ones, something from 2 to 6 points should suffice.

@javadnoori: Edit your question to describe which type of document you want to create. You mention a “60-pages article” but this doesn’t help much. What are your borders for? Do you want to highlight some paragraphs? Do you want to make side illustrations with fancy pictures (“borders”)? If so, what do you put inside these side-blocks?
Without explanation from you, we can’t give you advice on how to do what you haven’t described yet.
