How to activate page pane

Want to activate the page pane to navigate through the pages easily

No Page Pane in Writer (similar to Slide Pane in Impress).

But you could select the Multiple-page view (in the status bar at the left of the zoom slider) and reduce the zoom to 20%.

Ctrl+G to go to page number. Navigator (compass icon) in the sidebar can help with navigation but works better in LO 7x than earlier versions

Writer is not page-oriented but text-oriented. Pages do not exist per se. They are allocated on demand to accommodate the text. Page breaks are dynamically computed but not stored. This explains why you have no page directory in the Navigator.

If your document is effectively designed in terms of pages, consider desktop publishing apps like Scribus or Quark XPress®.

@FredGyem, Following @EarnestAl comment, in the Navigator (F5 for the floating version) you can see all the headings of your document. And with double click on one heading the cursor jump to that part of the document.
