How to change order of the layers in Draw? There is no Layer manager (as in AutoCad or Gimp) and the work with them is not comfortable. In addition I do not know how to order the layers. Can anybody help?

This seems like the most relevant information:
Layers do not determine the stacking order of objects on your page, except for the Controls layer which is always in front of other layers.
The stacking order of objects on your page is determined by the sequence in which you add the objects. You can rearrange the stacking order by Modify - Arrange.
So if you’re trying to manipulate the z-order of objects, it looks like you can’t do that through the use of Layers, but will have to modify that information directly on the objects.
I’m not sure why Layers work this way – it would seem much more intuitive to have z-order follow the Layers! If you’re interested in proposing a change to this system, please file an enhancement bug and provide as much information about this layer/z-order change as possible. Don’t forget to mark your bug as an ‘enhancement’. The QA team will be happy to help you triage your feature request in the bugtracker.

Hi Qubit, thanks for the answer. Actually I do not mean the Z-order of the objects but really the order of the layers in the list on the bottom of the page. In case you have a lot of layers and you need them to be arranged it can helps.
In generall the work with layers is not the strong paet of Draw. The design should be inspired by AutoCAD for example (or GIMP at least). To use Navigator (F5) or similar window would be much better.
@Imcon – It does sound like it could be helpful to be able to change the order of the layers in Draw, if only for organizational reasons. As with my thoughts on the z-order tweak, I suggest that you consider filing an enhancement bug and ask for this type of flexibility to be added to Draw.
