How to create a hyphenation dictionary?

Hello, could anyone share documentation for those hyph_LANG.dic files typically found in this repo, e.g.:

The format is not very intuitive, so any information on this format is much appreciated.

I believe they’re generated by SCOWL (http://wordlist.aspell.net/) you will find documentation at that site for generating your own dictionary files. You might find more specific info in the README files at the same GitHub link you posted.
