I want to import a CSV file to make a LO Base table

If you are looking to create an actual DB table, open the csv file in Calc and convert from there. Have given you info on this previously in this post → how to convert a ods spreadsheet to and odb table.
If you simply want to connect Base to the file, create a new Base file & use Connect to existing database by selecting Text in drop down. Then follow steps thereafter.
