How to lock the formatting toolbar so it always displays while editing in LibreOffice Writer?

Every time I open a word doc in LibreOffice, I have to go to View → Toolbars → Formatting to see the text formatting toolbar. And it often disappears while editing my doc, depending on what other menu option I select to execute. Is there a way to lock this toolbar so that it always displays, all the time, for every text document?

This article didn’t explain how to resolve my problem. It says “By default, the visible toolbars and the ones you open with View – Toolbars are docked, and their positions are locked.” But that’s not what’s happening in my case. I go to View → Toolbars → Formatting and the Formatting toolbar shows up, but it randomly disappears as I continue to edit my document. And I would like it to be opened by default when I create a new blank document.
