I don’t seem to be able to move my footnotes into the footer rather than to the bottom of the page above the footer. I’d be very grateful for any suggestions.

Moving footnotes into the footer is nonsense because everything in a footer is repeated on every page. I don’t think you’d like the same notes on every page.
Your question is probably about how to define the various areas within the sheet. Edit your question to describe your goal, eventually with a drawing showing the expected layout. Explain why your type of document requires such and such specification.
Don’t forget to mention OS name, LO version and save format.
