The tag you specified, “Common”, assumes that your described problem applies to all modules of LibreOffice. IMHO it makes me doubt if this is even possible.

LibreOffice has two tools for that: “Text on path” and Fontwork (known as “WordArt” in MS Office).

Fontwork: You can start with “Simple” from the Fontwork Gallery, for example. The in the dialog “Fontwork” in the drop-down “Fontwork Shape” select item “Arch Up (Circle)”. When you double-click the shape then, you can edit text. For a new line you need to press Enter. To style your text use the “Area” and “Line” properties of the shape, for position the “Text attributes” dialog. To change the font, mark the text in edit mode and change it then.

“Text on path”: You need to customize a menu or toolbar. Add the command “Fontwork” (not “Fontwork shape”). Draw an arc and add you text to it. Then click the new command. You get a dialog “Fontwork”. In the first row select item “Rotate”.
