Just updated (7.0.5.2) and was trying to get spellcheck working again.
Restarted in safe mode, but now cannot leave safe mode. When I go to the help bar, all it has is a greyed out “restart in safe mode” but no option to restart in normal mode.
Completely closing out libreoffice and opening it again still opens it in safe mode.
Am on windows 10.

How do you “opening it again” - in general what you observe doesn’t happen unless you use a start icon which in turn has parameter --safe-mode enabled.
Maybe Windows is a bit funny and needs a restart. Close LO and press Start > Power > Restart. Don’t use Power Off because the default setting in Windows for power off is to just hibernate.
