The scroll button on the side that allows me to drag it and scroll through the document is always auto disappearing.
This is bad UX, as it does not appear back even when hovering the scroll bar.

This is also a bad question: no OS name, no LO version. How do you expect any help without a minimum of technical information?

For Windows, click Start menu > Settings > Accessibility > Visual Effects and slide switch to On for Always show scrollbars

Even with KDE Plasma, the UI in LO can be arbitrary. It depends on the widget wrapper library. You can tell for “ordinary” install through distro repository by looking for packages libreoffice-x11, libreoffice-gtk3, libreoffice-gtk4, libreoffice-kf5 or libreoffice-kf6. But FlatPaks are stand-alone.
So, copy data from Help>About LO to know which library is referenced.
