I followed your link to Redmine and created an account. It is not obvious to me how to submit a bug report for LibreOffice.
Since I’m not a developer, I don’t know if Redmine is the standard way of submitting bugs for LO. When I need I go through https://bugs.documentfoundation.org/

If you refer to Reports concerning websites and web services can be added as issues on Redmine on Feedback | LibreOffice - Free Office Suite - Based on OpenOffice - Compatible with Microsoft, then you misunderstood that. The link to Redmine is for problems related to TDF services like libreoffice.org website, this Q&A page, download page or any of the plenty developer web service tools.
Bug reports go to link at "[Create a bug report](https://bugs.documentfoundation.org/enter_bug.cgi?format=guided)" (links on TDF site mostly are *green* and this large text directs you to the site which @ajlittoz already mentioned in his comment).
