Do you intend to generate it automatically from a spreadsheet (in which case I fear it is next to impossible in LO Calc) or is it a “one-shot” piece of work (where LO Draw can be considered)?
HI A, I was just wondering how they did it. I mean all these radial lines arriving spot on to the 1st, 2nd and 3rd outer circles. Well done. The inner circle would be a circle covering the radial lines that must start from the center. No idea how they make the white portions of the circles in 1st and 2nd outer circle. You?

I think you can do it with direct Postscript code. Even maybe using geometric transforms from a set of stacked rectangular row. Anyway, it is a manual process in my present idea (with very ow thinking about it). Generating it from tabular data is a real challenge.
