I am using Writer it reports: "No dictionary available"

So, will not spell check document; fearing dictionary extension is corrupt I removed installed one; downloaded latest extension and restarted. I still get same error message. Nothing I try works to fix this issue; I’d welcome any advice.

Which extension are you talking about? Dictionaries in general don’t require an extra extension to be installed, but the proper language pack installed, which in case of Windows operating system is an option of the MSI installer package. In your special en_US Locale-case even that is not required, since it is installed by default.

Solution is simple - just make sure you have the correct hunspell package installed.

That “solution” can’t work on Windows, which is indicated in the question. There’s no separate “correct hunspell package” there. Hunspell library is packed with the program itself, and most dictionaries are also in the MSI package, just requiring user to select them when installing/modifying install set. But nothing about that is described in the question; and trying to answer a question without understanding (so, answering a different question) doesn’t help.
