I cannot open sections of the help menu. I always get “tab stops on rulers” when I choose other ones in this menu.

That is because they are all on the same page, Inserting and Editing Tab Stops, except for rulers – visible in presentations which opens on a different page. Reading the page has most information with more detail linked from page for a couple of items.
