Are any of the LibreOffice programs optimized for IPAD 4?
The short answer is maybe later.
A port of libreoffice to iOS is currently in active development. However, there are still many barriers to overcome before there is a functional LibreOffice on iPad.
These barriers are mainly rules set up by Apple and not actual technological barriers to the development of a tablet optimized office suite. According to this answer to a similar question last year: http://ask.libreoffice.org/en/question/1788/does-libreoffice-work-with-ipad/?answer=3525#post-id-3525, one legal issue to overcome is the fact that LibreOffice is designed to protect your freedom to do what you want with your software. However, the Apple AppStore is designed to do just the opposite.

As you will see they are regularly adding new code. However, they still have a long way to go.

I hope you can see from this that yes work is being done to optimize LibreOffice for iPad. But, no it will not be done anytime soon so don’t hold your breath.
