No. Base requires Java.

I will stand corrected on this. Have successfully tested both SqLite & MySQL databases using ODBC with JAVA turned off. Although some functionality is lost ( wizards, Report Builder won’t work for example) , the basics remain. Also see this post for a bit more info.
