In particular with regard to the filters, no. Moreover, the user interface allows locking while allowing using filters and pivot tables. I am therefore quite sure that macros should also allow this.
It is not related to a bug. Prior to 25.2, the locking mechanism was not as fine grained as it is now. The reason I mention the version is that macros written for older versions will not exhibit the problem.
