Yes, it is. Since OS X Mountain Lion, Apple has been providing a paid service for developers to receive verifications/certifications for themselves and their apps. They are automatically trusted when a Mac user installs them.

Based on this blog post by Italo Vignoli, it looks like LibreOffice is already an “Identified Developer”.
Are you having a particular problem getting LibreOffice to install on your machine? Please make sure that you’re using the latest release available!
