In Libre Office Writer, the line spacing tool and the alignment 'top'; 'center'; bottom' options are not functioning. Does anyone know why that might occur?

Those options are not active in the list of functions. They are there but faded so as to show inactive.

I think you will find these alignment options will work for table cells/rows only.
