As far as I can tell, animated GIFs don’t run in Calc, see bug tdf#73991. Drag and drop will place the image, as will Insert > Image.
I have noticed that animated GIFs that ran well in Writer version 6.4.7.2 no longer run but just flicker in version 7.3.7.2 regardless of setting of Skia, however Impress and Draw 7.3.7.2 can play animated GIFs OK.

You could insert the GIF into Draw and then insert the file into Calc as an OLE object. The animation will not run, but double-clicking on the OLE object will allow Draw to play the animation within the Calc sheet until you click elsewhere
