I am happy to report there is now an Extension for OOO Development Tools (OooDev).
OOO Development Tools can be pip installed or compiled into a macro; However, this can be cumbersome that is the reason for the extension.
A guide on how to install OooDev can be found here.
On LibreOffice Extensions the OooDev extension can be found here, on GitHub the OooDev extension can is found in the dist folder.
Once the extension is installed you will the entire OooDev Library available for you python scripts.
