I am using OS: Ubuntu 20.04.3 LTS on Oracle VM VirtualBox and LibreOffice 6.4.7.2 is by default. Is 6.4.7.2 the latest version of LibreOffice on Ubuntu 20.04.3 LTS ?

You should ask Ubuntu maintainers as this is a their decision.

6.4.7.2 is the latest of the 6.4 releases, I’d guess Ubuntu LTS does not upgrade to newer release branches. However, there’s a LibreOffice PPA repository for newer releases, see also UbuntuUpgrades.
