That might depend on whether you’re French or Spanish. 
There are, as it happens, OGG sound files on the LibO wiki. That should be authoritative. To my ear it sounds more like “LEE-bra”.
In the OGG sound it is definitely pronounced with a strong French accent so that would “lee-bruh”
