My wife writes many documents in Russian. Is there a Russian keyboard?

LO works with your system. If you have a RU keyboard then it can work with it.
Check this location:-

menu):Tools→Options→Language Settings→Languages
(set your defaults here)
(If you are thinking of a virtual keyboard then I do not know of one. However, LO works with utf-8 throughout so, as long as your font has the correct glyphs at the necessary locations & your keyboard supplies the correct character then LO will store, display & print it correctly)

As @AlexKemp mentioned you can set LO to support many languages.
Your problem is to have a physical RU keyboard.
Two options:1) find a real RU keyboard and hook it up to your PC. Windows supports many keyboard layouts. In control Panel - Languages you can install extra keyboards, select one if your wife needs it.
- Buy a sticker set from here and use one keyboard with two languages on it. You still need to install it as mentioned in option 1.
