Is there a way to view the Unicode value of a given character in a document?

Often I’ll have a text or other documents with characters I don’t recognize as part of the Latin 2 alphabet. I’d like to see the actual Hex (Unicode) value for that character. For example: I’d like to position the cursor over the character then enter some key sequence or pull down and click on a menu and see the Hex value of that character. Can that be done and if so, how?

For me it’s Alt+X (Win10 de; LibO with UI en-UK, locale en-UK))
(The blinker must be immediately behind the respective character.)

And
Same modified key pressed after entering the 4-Hexdigit-unicode converts it to the character. It’s a toggle key.
