No. Every utility I know of requires heavy editing to make the translation acceptable. Natural language have very complex grammars and words carry a context-dependent semantics. This means that even words may need to be changed to convey the exact meaning of original text.
However, utilities can already give a gross idea of original context.
You may have better quality if you know for sure that original text is restricted to some specific domain (i.e. physics, chemistry, medicine, potato farming, cooking, automotive industry, …) so that you don’t deal with general language but with a speciality dialect. In this case, tools are generally based on “translation memory”, that is repetitive phrases used over and over in this kind of paper.

The one I can find available from the LO extensions repository is Anaphraseus - In general, software of this class is not free. It may be that you get what you pay for. Shop around!
Some of the available titles may have a plugin to integrate with LibreOffice apps. You may want to look specifically for that.
Also take note on @ajlittoz’ comments on translation tools and their usability (and non-usability).
I have been very disappointed by AnaPhraseus, though it is one of the most advanced FOSS. In addition, it messes up the whole style formatting which is an absolute sin for me.

A tool developed specifically for LibreOffice/OpenOffice, and not maintaining proper document structure, that seems to me a cardinal sin.
