just updated libre (on windows 10) to latest version (7.1.3.2) and now I can't open libre

It doesn’t at all, since one needs to make assumptions, that you are using Windows and 64-bit LibreOffice. If that assumptions are true, perform the following

**Test** (this is **not** a solution) whether LibreOffice user profile is causing the issue:

• Right click -> Run on Windows Start menu (or Windows Key + R)
• Type "%ProgramFiles%\LibreOffice\program\soffice" --safe-mode into Open text field (including the double quotes)
• Click OK
• Click button Continue in Safe Mode (Does it start this way?)
• Provide feedback using add a comment about the test result.
