latest version operating on Mac mini: cannot see "tools" or the other items on that missing bar

Need to allocate more memory, but cannot find “tools”
That whole line of choices, starting with “File” does not appear at top.
Update: After a restart, can now see the choices at the top (file, Tools, Etc). Wanted to allocate more memory for LibreOffice but under Tools don’t see that option.
LibreOffice version 6.2.3
MacOS 10.13.6
Moving from PC and really need LibreOffice to work for my Word/Excel files.

There is no such option in LibreOffice - see my previous comment. You could try Libreoffice -> Preferences -> LibreOffice -> Advanced -> Button: Open Expert Configuration and search for “cache” or “memory”.
