Using 6.2 or 6.3 writer, I cannot copy/cut from the document and paste content to an external program such as Kwrite. Cut and paste function within Libdev works as expected.

LO 6.2 is beta software and 6.3 is not even available yet!
What are the actual versions you are using please?
Did it work in previous versions?
It works in 6.1. 6.2 is indeed beta and 6.3 alpha. The fact that the problem seems to have transferred across the two versions made me wonder if anyone else had seen this or whether it is my setup.
@JohnF just tried copying from Writer on Mint 18.3 using:
Version: 6.2.0.0.beta1
Build ID: d1b41307be3f8c19fe6f1938cf056e7ff1eb1d18
CPU threads: 4; OS: Linux 4.15; UI render: default; VCL: gtk3;
Locale: en-US (en_US.UTF-8); UI-Language: en-US

and pasting to Kate without any problems. Cut & paste also work.
