May I ask if protecting a template with a password makes sense?
A template contains styles (formatting directives) and initial text. Initial text is supposed to be generic, open-audience text. Since this is not confidential, is it really worth to add a password?
A possible cause of the problem (I am not a developer) may be: a template .ott is instantly turned into a document .odt as soon as it is opened. This also results in a blank fresh preamble and metadata newly inserted in the untitled document. AKAIK, preambles are slightly different between templates and text documents. Thus, we could have a flag telling we’re opening a protected template but protection is not forwarded to the document preamble. Then password check fails.
