When I download LibreOffice 7.1.1.2 from LibreOffice.org it is still the Intel macos bits. When will the Universal Binary become available? (Intel and Apple Silicon binaries)

Does not answer question – it is just a list of other ways of downloading the same Intel (not m1 Apple Silicon) dmg. LibreOffice_7.1.1_MacOS_x86-64.dmg is not Universal Binary though it does run beautifully on my mac.
The answer is “universal binaries are already provided for Collabora versions of LibreOffice, and are planned for a future major version of TDF package”.
