For a missing printer LibreOffice should not wait for more than a minute, which is the time Windows will wait before reporting the printer is unavailable.
Generally in Windows, if the manufacturer’s printer driver is installed, rather than Windows’ own reduced driver, then there isn’t a wait if the printer is switched off or removed.
You could untick Tools > Options > Load/Save > General > Load printer settings with the document.
