is there an option in libreoffice draw to invert image colors?
Draw has Tools > Colour replacer which is manual and is not really built for that job.
The easiest way is to right-click an image and select Edit with External Tool. The image will open in the default graphics editor which should have an Invert command. If it doesn’t, change the default to one that does, at least temporarily.

this option exists in writer
Generally, editing bitmaps is the domain of a graphics editor. Better to use the power of an existing graphics editor than to add extra bloat to LibreOffice, but that is my opinion.
