Libreoffice 6.4.2.2
When I press F1 or Help/Libreoffice help, I get the error message:
Object not accessible.
The object cannot be accessed due to insufficient user rights.
Where are these “objects” located so that I can check the user rights?
There are many reports on Ubuntu LibreOffice PPA packages (which are also used by Linux Mint 19.3) about broken dependencies. Please check first, if you are affected by this issue. Your Libreoffice Help not accessible issue may be a consequence of the said dependency/broken packages problems.
Does your browser start, if you press `F1`?
**[Update]** Just checked my Mint 19.3 test system and it seems the packages are really broken, since the **old** deprecated Help Viewer, showing ***Object not accessible***-message, is being started. Installing native DEB packages from TDF (i.e. libreoffice.org) does not show the issue.
Commenting your Answer (which is not an answer to your question): Reinstalling from PPA just means reinstalling broken packages. Thus you get the same result as before.

The problem is solved now. I uninstalled libreoffice and all associated packets from the synaptic package manager and reinstall it. Everything fine now! Thanks for your suggestion!!
I’m having the same issue after a borked update relating to the UNO package. It kept reporting broken packages and I could not fix so uninstalled LibreOffice then reinstalled. However it did not install any Help files. Has 6.4.2.2 reverted to where you have to install the help files first then the Office Suite? Again insufficient user rights. (FerenOS 64-bit). Linux kernel 4.15.0-91-generic, Cinnamon 4.0.10. Fortunately the pdf of LibreOffice Writer 6.0 resolved my query that needed answering but would like help access.
Can’t access help either. Checked the permissions in /usr/share/doc, but that did not resolve the issue. Seems that this problem may be a “bug”. Submitted BUG report. https://bugs.documentfoundation.org/show_bug.cgi?id=132033
I tried already to uninstall/re-install libreoffice (ppa: libreoffice/libreoffice-6-4)
sudo apt-get purge libreoffice*
sudo apt-get install libreoffice
I got no error messages during installation/re-installation or from sudo apt-get -f install
