LibreOffice 7 can’t call it own help - tries to open NewHelp0.html from /DumbUser/AppData/Local/Temp/generated.tmp/NewHelp0.html - access denied.
Why it it looking in VERY suspicious (temp) path?
To be clear - I was installed Help files - and LibreOffice tries to open them locally from not only wrong, but a suspicious looking path. Correct path must be something like /Default/AppData/Local/LibreOffice/Help
Have you installed Help on your computer? Or is it using online help every time? You can download the help files from Download LibreOffice | LibreOffice - Free Office Suite - Based on OpenOffice - Compatible with Microsoft and install. The help you install must match the bitness (32 or 64 bit) and the language (eg UK English) of your LO.
On my Windows 10, LO 6.4.7 Help is at C:\Program Files\LibreOffice\help. It looks like yours might have been looking at online help that has been cached in temporary files. The help you install must match the bitness (32 or 64 bit) and the language (eg UK English) of your LO.
