"Lock file could not be created"

Using Debian linux with LO 7.3.0.2 .
Trying to open a calc (.ods) file from the terminal:
localc f.ods
gives an error window pops with the above text.

Never got this before. No permissions changed on the disk. Checked other posts here - they relate to Windows10 issues.

Any suggestions?.

Does the user LibreOffice runs as have write permissions in the directory where f.ods is located?
