that was prepared and made available by Indian Government Income Tax department.
I have version 7.5.3 of LibreOffice and get this error

when opening the .xlsm file.
The Excel VBA macros are not compatible with the API of the LibreOffice. (Only the simpliest commands are compatible when you use the Compatibilty option.

That means: you MUST rewrite all of the VBA macros based on the LO API.
(API = Application Programming Interface)
Let me question this statement. Yes, it is possible that this file is “made available”. But it is far from “prepared” - at best, it is a draft of a future document, it cannot work.
